Did you treat the environment and you will have to keep retreating as the flea larvae can be around for up to a year before the flea emerges when it likes the conditions. So one flea can lay hundreds of eggs which drop off to wherever. Once you have one flea in the system it can be a very difficult thing to eradicate. Warm conditions encourage them out and vibration. I was a licenced SQP and saw the video where it showed they can smell carbon dioxide and hatch out in seconds if they fancy you which is why some people get bitten and others don't. Trouble is I wouldn't ot you shouldn't spray this around where the puppies are so you need something that can be used. I think Frontline spray from the vet is usually recommended.
So often people think the product isn't working but if you hadn't treated you would probably be seeing a load more fleas.
They are a pain in the xxxrse to say the least.

Drop a flea collar in your vacuum so they are killed off if hatch in there.

Pretty certain Frontline spray can be used from just a few days of age -but it has to be bought from your vet, you cannot buy the spray without prescription.

Safe from 2 days of age:

Fipronil SPRAY (Frontline and generics) can be used from a few days old.

Not sure about teh envuironmental ones, but you could take pups out of the room while you spray and wait for it to dry, or just do the rest of the house.
