I copied this from the official proposals document.
1.--(1) A district council shall charge an appropriate fee--
(a) in the case of a breeding establishment at which not more than 10 bitches are kept, of £150;
(b) in the case of a breeding establishment at which not less than 11 and not more than 25 bitches are kept, of £200;
(c) in the case of a breeding establishment at which not less than 26 and not more than 50 bitches are kept, of £250;
(d) in the case of a breeding establishment at which not less than 51 and not more than 100 bitches are kept, of £300;
(e) in the case of a breeding establishment at which not less than 101 and not more than 200 bitches are kept, of £350; and
(f) for establishments over 200 bitches, £350 plus an amount of £50 for every additional 100 bitches.
The licence fees to be charged are skewed heavily in favour of the large, commercial establishments, ie.
a fee of £150 is to be charged for 9 breeding bitches, but a breeder could have 400 bitches (and many do), but pay only
£450/pa/per bitch.
Apparently the legislation is not yet finalised, although it is only the Minister of Agriculture and Rural Development who will be able to make amendments.
