It has often been advised on here that people could report breeders to the tax department to see if they are declaring income from puppies. Just wondering how I would go about this? There is a chap near me who always seems to have puppies for sale on a certain site. Also if I call the council to find out if he is licensed will they look into it if he isn't? he definitely has more than 5 litters a year

They should be as they are obliged to implement the law.

Certainly they had my Dad into the council when a neighbour complained about the number of cars in his drive and the fact one was on jacks

My Dad is in his 70's and a retired Car mechanic, so of course still repairs his own when he can.

He has a Campervan, a Car, as does his wife and two grown up children, and of course friends and relatives also park their cars on his long drive when they visit and stay (it's a detached property on 3/4 of an Acre).

They told him they simply had to see him as they had received a information which they were obliged to investigate..

This story is also an interest to the taxman for tax evasion on litters.  They are going back a lot of years.
