I've suggested something similar here - Get Caught Picking up and get a windfall of £20/30/40 whatever it's deemed will work. but the local council prefer to do this

Thinking of not having any more dogs after the ones I have, it's too difficult to find a safe place for them (and me) to run about these days :( about the only place left is the mountain tops and they aren't safe for a woman alone :( Not fair to keep fast running energetic terriers and never let them off lead
