my friend was showing her younster 17 months old and the judge said she was slack in front and wants to know how she can improve this
i thought road work but is there anything else?

A lot depends on what the judge meant, is she slack when moving or are some or all of her joints slack even when standing. Most judges would mean, I think, that the dogs front movement is not positive, in most breeds the front legs should extend forward to balance the drive from the rear but so very often you will see the legs flipping and flapping rather than extending. Now youth does not help and things should improve and so will moving her faster at exercise, there is no magic cure and some will never improve because there is a structural fault.
