My friends puppy has had a season and is still swollen with raised nipples 2 weeks later, is this normal?

My bitch has never properly gone back down...

A bitch never returns to the pre first season state, her nipples will remain prominent and the vulva stays out instead of tucked in.

They take 6-8 weeks from the season to return to what will be their normal between season state.

She could be having a phantom pregnancy or if a male has had access to her she may be pregnant.
