If a breed club is approved by the KC are they issued a set of guidelines that they must follow?   I'm thinking specifically in regards to the management of the committee and the decision making process, and how/when members are consulted.  Can anyone point me to the relevant page/s on the KC site please? 

For instance are they obliged to publish minutes for all meetings or only the AGM?  Can members attend any meeting or only the AGM?

For anything like this you need the rule book, it won't be on the website. There are pages upon pages about affiliated clubs and societies in the book.

The minuts of committee meetings are confidential. Only the accounts and AGM needs to be published. You could not run a breed club committe and have open meetings as very often the content is a little ...delicate...
I have no doubt lots of people would like to be a fly on the wall at some meetings!!!
If you have something you wish the committee to discuss then you can write in to them and ask. They will then give you a reply with the result of the committees disission.

Only committee may attend meetings. You need a quorum to have a vote on anything. You could not for instance bring in new rulings or vote on club matters with out a certain number of committee members present.

Every breed club has it's own rules, some rules are very similar, whilst others vary from club to club even within one breed. Items dicussed at committee meetings, stay at committee meetings(not to be repeated).

Sorry I have worded that wrong..you cannot change club rules at a committee meeting only an AGM but it could be agreed that a matter is proposed at the AGM, in a committee meeting.

Thank you - I'm just curious about the decision making process and if there are guidelines about when members should be consulted or polled (although I imagine that's down to the Committee to decide...)

As a rule members are only consulted at the AGM or if enough ask at a SGM. You can though make your thoughts or worries known to the committee or if you think rules have been broken then you can ask the KC to step in and sort it but for them to do that it needs to be something that is worrying a large number of the membership although if the members have requested a SGM the KC will, I believe, supply a neutral chairman for the meeting.

You need to have any change of Ethics approved at an AGM so that club members have the opportunity to vote.
