Probably due to the EU legislation actioned in 2006 regulating the use of "insecticide and pesticide" active ingredients in animal products. Under EU law now a company that has ANY product that claim to be a flea / tick / insect repellant must be licensed by the HSE. One of the banned ingredients is citronella, the list is pages long of ingredients. For many companies the cost was far too great to either research and formulate new products for licensing, or even just the licensing process which runs into 10's of thousands of £'s.
Although in saying this I still see many products on the market openly sold in shops, online, and at show trade stands making anti flea / tick etc claims that are not licensed (they have to have a label with the license number on the product). Including one well known herbal company who sell a shampoo containing an essential oil which is banned anyway from use in all animal and human products worldwide. And a company that produces equine (primarily) and canine supplements and grooming products that have a fly repellent with 9 times the amount of DEET allowed in topical insect repellents by the FDA but of course the UK has no such ruling on that ingredient.
