Not sure on this occasion but I seem to think in the past it hasn't been the winner due to them either lacking a pet passport or it having expired. Obviously with Euk being just two months away there's no time to sort one out!

No I think its to do with having a pet passport or not.?. Same thing happened last year, the winner didn't go.
