yes, its not uncommon in small or singleton litters where pups are heavier. you should find that his paws will begin to come in around 5weeks, and hopefully should be placed nicely in front by 6weeks :-) Also a pup which is narrower in the chest can also display out-turned paws, in this case they tend not to place correctly. The conformation fault of the chest follows through in the stance..
Singleton labs are not that rare, I know of quite a few, and my girl is also out of a singleton mum.. :-)
