hi guys i need some advice about a jrt type dog its not my dog but one that i see all day from my kitchen window im up at half six every morning and this dog is put out on the balcony between then and seven in the morning it seems ok but it is far away,i see them cleaning balcony most days and a child takes it for a short walk after she comes home from school.My question is that they dont seem to spend that much time with it and seems outside on the balcony on its own more then i like.they live on top floor so three floors up,it looks like it is tethered to the back wall so that it cannot scratch at the back door,the last couple of days you can hear it whining and barking from my kitchen.Would the rscpa do anything if i phone,i dont have much respect after the last complaint i made couple of years ago(but that is another story)
I cant just ignore this poor creature as i look at it and hear it every day but surely it deserve some socialization and company from humans through the whole day.
any advice would be appreciated

It's worth a go - though if the animal has water, food & shelter they don't tend to do a lot else.
However if they do visit, they will certainly make the owner aware of the Five Freedoms, all of which the poor dog doesn't seem to be getting. And from what you say, it doesn't sound like it has proper shelter or shade from the elements.

hi MsTemeraire the balcony is enclosed over top but no kennel i will phone them as i think it shud be classed as creulty thanks
