I agree with Jeangenie that a covered denlike environment is preferred, especially when eyes are just opening, and sensitive to light.
I would however, tell you not to worry too much, as I know how easy it is to worry about things being wrong (or not right.)
I had a large litter several years ago, with one pup opening eyes at day 13, another 2 at day 14, and so on. Six pups in all, but one pup with totally closed eyes, and I had imagined all sorts! :-(
I actually booked a vet appointment in the end, as I envisaged no eyes, or something equally horrific. I had a dog sitter here, and wanted to take the pup myself. Thinking, that, if he had to be put to sleep, I wanted to be with him. I got home from work, went to the whelping room, and picked up the pup ready to race off to the vet. As I went to kiss his little face, he blinked, opened eyes wide, and said "Gotcha!"
Well, maybe he didn't actually speak. :-)
He turned out to be the first to stand and the first to go adventures up the garden - so believe me, there is still plenty of time!
