I live in Phoenix, Arizona and it gets over 110degrees in the summer. Right now it's around 55 degrees. Both my dogs are indoor dogs. I pick up a friend in the mornings and drop him off at night or in the afternoons and everytime I go down his street, I see a dog with a 4foot chain tied around him and just a small dog house. The poor thing is on the leash 24 hours a day. It is so sad. He barley has room to walk. I wanted to know if it is illegal in the state of Arizona for your dog to be outside like this. It does get cold in the winter. Around the 40 degree range and in the summer, I'm sure the poor thing is miserable. So if any of you know if this is illegal, please let me know. Thank you:)
I would think you could inform the local spca? Or the police? If its in distress in that kind of heat I would contact someone to report it. Especially if the dog has no shade or water

from what i have seen on animal cop programmes its ok as long as they have a shelter/dog house and food/ water obv

Dont know the laws in phoenix but do you have dog wardens or similar how about yur equivalnt of the rspca (cant remeber is it the aspca ?) or maybe the police just to ask the question.

Again looking at the animal programmes would think that due to there being shelter there and as long as there's water available too that nothing can be done sadly!

Oh no, the poor thing. Why on earth have these people got a dog? Can you say anything to them? I know I would but then I'm a gobby mare :)
From what I see on animal planets animal cops etc this is minimal for the likes of some in the US. they think it's fine to set dogs on fire, never feed them, shoot dogs in the street and fight any animal against each other. I know we have that over here but it seems to be to a far lesser degree. Imbedded collars seem the most common.
