If you have a dogs KC reg number and KC name is there anyway you can find out what the 3 generation pedegree is?

Of course there is - you ask the KC for either a copy of the 3 or 5 generation pedigree (it will cost you!) !

Is that even if you are not the owner of the dog?

Yes, because it's in the public domain.

you could google the name and if the breed has databases online it will throw his/her details...
