very sad but why do people and ownner go near river/lake and any other water area when the weather likes this .
i keep myself and my dog far away from this areas.

It's pretty hard to get away from lakes, ponds and streams in our area unless you're in a town--my area is full of old mill lodges, natural ponds, wetlands, streams and rivers. if I had a fenced garden I would be very tempted not to go anywhere else with the dogs in this weather, but we don't have that luxury. My dogs have barely been off lead outdoors since 17/12/2009 just because of this--very dul for them, especially with birds sitting on the ice, but way too dangerous to risk a recall. I can imagine how the owners feel--the dog in question was apparently a young WSS--and my heart goes out to them.

i live near water areas that why dogs are on leads at the moment and have been from 18/12/2009.too

How very sad, poor dog and poor owners.

Dogs don't understand how they are allowed to usually go bounding in and out of the water having fun, but they are not allowed near the water when it is ice, they don't understand the danger, as good as recall is with all our dogs it is just not worth the risk I'm ok to let my girl go where there are small woodland streams but the river and ponds are also walked past and crossed over on lead.

Everyone keep yourself and your dogs safe.

And now today a dog owner has lost their life trying to save their dog who had fallen through ice.  How dreadful.
