
Shouting and putting his nose into it will do no good, and will only make things worse, so please forget that unkind idea.
Go back to basics and treat him as though he was an 8 week old puppy.
Take him out into the garden at least once an hour and
stay with him until he performs, at which time you can give him his cue-word and then praise him when he's finished.
What are you using to clean up after him? Anything with ammonia in it will only reinforce the idea that that's the right place to go; clean up with a solution of biological laundry powder/liquid to destroy the enzymes in the urine, then wipe down hard surfaces with surgical spirit or vinegar to remove fat molecules. This will remove all lingering traces of the urine so he won't be tempted to use the site again.
And finally,
watch him! Don't leave him unattended - when you can see from his body language that he looks as though he's about to pee, take him out into the garden straight away, whatever you're doing, then praise him when he pees out there. Consistently ignore the wrong action and reward the right action and he'll get there.
