I have just had a book from the kennel club but it doesn't cover what i need to know.
What power does the chairperson of a breedclub have ? Can they over rule something that the committee voted on ?
Does the committee  work for the chair? or the chair for the committee ?
Sorry to sound down on this but cant find any good info out there, also cant find anything in the club rules about the power of the chairperson.
Hope some one can answer or name a book with good guidelines in.

The chair has a casting vote on most committees but can never over rule the committee decisions. As with all things relating to a club it depends on the clubs rules and constitution. Unless the rules say otherwise the chair is there to conduct and control the meeting and their opinion is only sort in the event of a vote being tied otherwise they keep their opinions to themselves.

The KC nor anyone else can tell you what your clubs rules are but if they are normal and have no special mention of the role of the chair then it is the committee that holds the clubs decisions and fulfils the members wishes the chair is just the conductor of the meeting.

Below is the description of the Role of the Chairman of Leicestershire County Council and would discribe as near as I can find the sort or role played by the chair in social clubs. Just remove the referances to the County council and add the name of your club and you will have the rough outline of what most people consider the role of a chairman.

"The office of Chairman is quite distinct from that of the Leader who provides the political leadership of the County Council. The Chairman is elected by the whole County Council to perform the function of regulating and controlling the proceedings of council meetings in a fair manner, ensuring that the rights of all Members, regardless of political opinion, are observed. In order to do this the Chairman must ensure that he or she distances themselves from the political arena during their term of office.
As well as the constitutional role within the political organisation of the County Council the Chairman also has a broader role in terms of engaging with the people of Leicestershire and fulfilling this remit occupies much of the Civic Calendar. This broader role can perhaps best be described as the First Citizen of Leicestershire, and as such the Chairman plays a key role in promoting and enhancing the civic life of the County. The position is largely ceremonial and many of the Chairman's engagements recognise individual, community and business related achievements, often presiding or being present at formal ceremonies, church services, awards presentations etc. A key element of the Chairman's role here is in entertaining and hosting occasions where the message to guests is one of showing appreciation on behalf of the people of Leicestershire. During the course of a year about 3,500 local people, representing all ages and interests, will be the recipients of such invitations."

Within Dog Clubs there are usually two distinct types of Chair.

One is an Officer, elected by the Members, same as a Secretary or Treasurer

The other is Chair of the Committee, voted by the committee from one of them

It wil clearly state in the Club Constitution the type of Chair your Club has
