I've seen them on ebay, and other web sites. Don't know what quality they are though as I haven't bought one.
Try Anne Rees (just google and her website comes up). She makes and sells made- to- measure hound collars, either buckled or half check. She does padded versions with a special, soft, inner lining.
You could also look at essenjay.

hi
i get my whippet collars from Pets At Home or my local petshop. Never had a problem getting one apart from them being boring tan Wendy

I'm so glad I have long coated dogs. I could have such a bad bling collar habit if it wasn't going to be hidden under hair! Mmmmm, sparkles, tassels, gimme ...

look here
http://www.silverpeacock.co.uk/ they have some lovely collars. I dont have sighthounds but my boys both have handmade collars from this lady - they get a new one for xmas every year :) She is very nice and will make things to order if you want.
My daughter always buys hers here (Spain) when she visits me. Not a lot of colour choice but only EUR6 (£6) for a really nice leather one! OK, I know it's not a lot of help to you, but I couldn't help mentioning it.
