one of mine didn't have her first until 18months.  I wouldn't worry about it.

Has your friend had her since a puppy?  Mini poodles normally come into season between 6 and 9 months.

Could she have had a silent heat that was missed by the owner?

I wouldn't worry, unless there is anything obvious wrong with her, one of my girls was just 2 years old before her first season, then 12 months later had her second, she was mated on this season and gave birth to 9 very healthy pups, all survived.

We had the full blood works done at the vet, all came back clear, he said there were further tests we could have done, but suggested leaving it until she was around 4 years old if nothing had happened, the tests were expensive and he didn't think she would need them done,  typically 2 weeks after having the blood tests done her first season arrived.

One of my siblings that I kept is just having her first season at 15 months old.
Her sibling here had her first season at 8 months old and all the other litter sisters
had their's between 8-10 months old.

Does the bitch live with other bitches? As sometimes if there is a very dominant 'alpha'
bitch they can cause the lower ranking pack members to suppress seasons.
Which is what I think happened with my two litter siblings as the one that seasoned first
is the more dominant of the pair at home. Although they seem to be more even now hence why
I think the other one has come into season.

I've had bitches that have come into season once a year or ones that have come in every 6-9 months.
It varies and each bitch is an individual so they can and often will come into season in their own good time.

both of our boxer bitches were 18 months old before they had their first seasons but our Boston Terrier was just under 6 months which i found more of a shock because in my eyes she was still a puppy and very immature, but the Boxer girls were almost grown up (If you can have a grown up Boxer). The main thing is that the Poodle is healthy

My youngster (home bred) is just over 17 months, still no sign of a season. Not panicking yet.
