What would you consider the correct protein level for a puppy food and would you consider a high level(40%) bad. What would be the effects of a high protein level?

the effects depend on the breed of dog and who you ask ;)
Some people, including me, believe that high protein food  (over 25% ish) is no good for large/giant breed puppies, due to high protein increasing the allready rapid growth rate and causing/contributing to bone/joint problems. Other people think that is a load of cr*p and a high protein diet is fine for puppies.

There is a lot of aguments and 'studies' to back up both sides of this, unfortunately all you can do is read up on it, ask advice and make up your own mind :)

Have a look at this previous thread (I hope the link works): http://www.champdogsforum.co.uk/board/topic/106017.html

There is of course different types of protein, some are readily used by the dog other are not. IMO 40% would be too high but I doubt that any food would offer 40% of useable protein.

I think that's right - go to the link above.

I have been feeding my large breed a mainly raw diet with some high protein complete and they have never had a problem - growth or otherwise.

The puppies don't develop any quicker and are healthy with good coat and older dogs don't have any joint problems.

They don't get 'hyper' either.
