
If it is a small hernia then it is no big deal and not something that should affect the pup, and shouldn't ever need surgery.
My 8 year old champion bitch had a very small outy button. When she was born her mother Had chewed the cord down so close that there was a wound, and after the scab dropped off at about two weeks there was a little bump, and by 8 weeks it was just like a small raised bump that was obviously tightly closed over. She has had 3 litters and no hernias in any of her pups or in her grandchildren.

Serious hernias are an issue in some breeds and certainly seem to be hereditary, but the occasional late closure is not a big deal or cause for concern.
The kennel club will allow dogs with repaired hernias to be shown (they had not for a short while) but it seems that the case for heritability is still unclear so they now do not prevent them being shown.
