It still exists but it was more or less replaced by the pets passports scheme. After all, using Balai the dog would have to stay in the same place for the full 6 months and not even be walked, with pets passports that doesn't apply.

No the dog has to stay on the breeders premises abroad for 6 months, the Pet Travel Scheme(AKA Pet Passport)is far better, it allows the breeder to socialize the dog etc
