Well, I can point you to your own kitchen - which is by far the cheapest!
Recipe:
Rice flour or ground rice (white or brown rice)
Any protein (use a food processor if you have one to make it into a paste, otherwise use minced meat or canned fish)
Add vegetables if you like (mushed cooked squash, mushed cooked or raw shredded carrots, peas, left whole or mushed - I used canned pumpkin)
Add water and mix so you have a moist dough
Roll some dough into a ball and pat into small, thick circles
Bake until lightly brown on the bottom
Freeze what you will not use in 3 or 4 days.
I do not bother at all about the amount of rice to protein; just use enough meat so in your judgement the biscuits will taste like it. My dogs get one of these biscuits before bed and love them. I usually use inexpensive liver or if I have a lot of meat leftovers I use them as the protein source. I just used up the last of the biscuits I made after Christmas with leftover turkey - those smelled so good I was tempted to try them myself!
