Does anyone know any car breakdown insurance companies who will definitely transport pets in the event of having to tow your car, or is the opt-out on pets a general clause?

I have been told Green Flag will, but again don't know if it depends on the driver.  There was a piece about this a few years ago in the dog papers and it seemed most of them would not allow the dogs in the recovery vehicle and the dogs had to stay in the vehicle, which wasn't so bad with a flat loader, but not being towed at an angle.

yes that is what would concern me, especially as my dog is rather nervous so wouldn't like being left alone in a moving car, let alone at a sharp angle!
