my 3 and a half month old westie puppy has found his voice and barks and whines alkl the time can anyone help because my next door neighbour is getting sick of him barking all the time!

Is this when he's on his own or when people are around?

when he is being groomed,sleeping,eating the rest of the time he barks when people are there and when there not
