Although it's often considered core lepto isn't . If it's being given at all guidelines do say annually as it barely lasts a year much like  kc and can't be titred for.There is a test  ,a map test  but not readily available.
  The core   are not more frequently than 3 yearly according to guidelines  .most have incorrectly adopted this to be every 3 years
Mean while.councils will do as they please unless.challenged.some have been pursaded to change with regard to kennels .

I hate to have to correct you but according to the BVA lepto IS core vaccine in the UK.

Not that my dogs have any form of Lepto vaccine

They kind of krept that in differently to what the wsava originally said. However it still remains that lepto is yearly where as the others should be no more frequent than 3 yearly.  Unfortunately it's often still used to do them all anually.
I don't vaccinate mine after puppy and have never given lepto 2 or 4 neither have I given kc. I won't titre either unless it's shortly after original vaccines

May i suggest people call Trevor Cooper. Its £36 for a 20min consult. He will be able to say whether you meet the criteria for needing a licence if you dont believe you do and your council are reading it differently. If needed you could pay for him to send a letter on your behalf as to why they have it wrong. Small pennies in the scheme of things if you don't believe you fall into the scope
