Can I ask is this a council flat, or private let, I know when I got my council house I had to get permission to keep dogs, If they are the type of people I think they are I bet you any money they do not have permission to keep this dog.  Report them to the council, they will not tell them where the report came from.  Even private lets you also need permission to keep a dog.  Are there any children where you live, you could also point out that if this dog went for you then it could possibly go for a child, and this is one thing no one wants to happen.
